If you need to install Java on a device without a network connection, download the Offline Installer, available on the Manual Downloads page. Depending on your browser settings, you may need to accept the Java installation download before it begins. For Mac OS X 10.6, Java comes preinstalled. For OS X 10.7 and above, Java is not preinstalled. For a little more than a week I've been getting a notification about a Java update being available, but the download keeps failing at about 50-60% with this message: The only help I can find at the Java site is pay per use; the FAQ don't cover this specific issue. It turns out that when the java updater attempts to download new updates, it uses the Windows service called “Background Intelligent Transfer Service” (BITS). If the logged on user is only a standard user, then the java updater fails to correctly use the BITS service to download the new update.

Having looked about for a solution, there is two methods that i have found to quickly rectify the problem.

1) The cheats way.
Re-install java on top of itself.

NB, Java has many different versions depending on which OS and update version of the OS you are using, the quickest way to re-install with the latest version i have found is to use Ninite. This will find version and install it correctly for you.

2) Edit compatibility settings on the Java updater.

go to: %PROGRAMFILES%Common FilesJavaJava Update

and find jucheck.exe (updater)

right click --> Properties --> Compatibility

select the tick box to run with a previous version of windows, anything before Vista seems to do the job. (XP, Win95 etc…) As this is just the updater and not java, it ensures you still get the correct version.

BONUS 3)
This seems to be an issue with privilege elevation in windows – if you have access to an admin account, then you can log into that then try updating 8/10 it works without the above.

Notes

All Operating Systems

Vassal 3.4.11 requires Java 11 or later. The Mac OS X disk image and the Windows installer come with the version of Java Vassal will use. For Linux and other operating systems, install Java before running Vassal.
